The state system is wvmmis.com, and it is not where the dental benefit is administered. West Virginia runs Medicaid through Mountain Health Trust and children's coverage through WVCHIP, and in both the dental benefit is handed down twice: the patient enrols in a managed-care plan, and that plan sub-subcontracts dental to somebody else again. The card names the first company in that chain. The login you need belongs to the second.
The layer below the plan is the one that matters
Four managed-care plans carry the members. Underneath them the dental arrangement splits two ways, and the split is by function as much as by plan:
- SKYGEN for claims, at pwp.skygenusasystems.com.
- LIBERTY Dental Plan for Aetna's network, at providerportal.libertydentalplan.com.
That is a sub-subcontract, and it is why West Virginia costs offices more phone calls than a state of its size should. The usual sequence — read the card, find that plan's provider portal, verify there — stops one company short. The plan on the card is real and the member is really enrolled in it; the plan simply is not the party that administers the dental benefit or adjudicates the dental claim. An office that never gets past the plan's own portal concludes it cannot find the coverage, when what it has actually found is the wrong rung.
Only one of the four plan routes is settled
The one plan-to-administrator mapping that is established here is Aetna's, which runs through LIBERTY. For the other three plans, which administrator holds the network is not established — that is the honest state of the public record, not a gap in this page, and it is more useful than a name that turns out to be last year's contract.
So ring the plan on the patient's card and ask one question: who administers your dental benefit and where do I submit. Write the answer against the plan in your practice management system, because the next person to open that chart will otherwise re-derive it from scratch.

The check was a Domain Name System lookup on 10 September 2026. All three hostnames returned an address: wvmmis.com resolved to a single address, providerportal.libertydentalplan.com to a single address, and pwp.skygenusasystems.com resolved through two aliases inside skygenusasystems.com before landing on one.
That is what we verified, and it is the limit of it. DNS tells you a name has an address. It does not tell you the portal is up, reachable from your office, or willing to talk to you — several government and benefit-manager portals refuse traffic that does not come from an ordinary practice network, so a failure from somewhere else proves nothing. We did not attempt to sign in and we make no claim about what is behind any of these logins.
What to do
- Do not stop at the plan's own provider portal. In West Virginia the dental benefit lives a layer below it, so the plan's general portal is the wrong door even when the patient is genuinely enrolled.
- For an Aetna member, go to LIBERTY. That is the one route the record settles.
- For the other three plans, ring the plan and write down the administrator before you verify or bill. Two minutes on the phone beats a denial six weeks later.
- Bookmark the hostnames rather than reaching them from a search result. Lookalike domains ending
providerportal.comexist for real portal names, including LIBERTY's. - File the note against the plan, not against "West Virginia Medicaid". A note filed under the state sends the next person back to
wvmmis.com.
