The state's own instructions send you to a dead address

Pennsylvania's provider material still tells offices to register at promise.dpw.state.pa.us. That hostname has no DNS record. We checked on 10 September 2026 and it returns nothing.

This is worth stating plainly because of who it catches. It is not the office cutting corners — it is the office doing exactly what the state told it to do, in writing. A new practice enrolling in Pennsylvania Medicaid follows the official instruction, hits a browser error, and reasonably concludes the system is down rather than that the documentation is stale.

The dpw in the dead address is the giveaway: it names the former Department of Public Welfare, which became the Department of Human Services. The live address carries dhs instead.
