The portal is promise.dhs.pa.gov. PROMISe is the Pennsylvania provider system, and that is the address that answers.
The state's own instructions send you to a dead address
Pennsylvania's provider material still tells offices to register at promise.dpw.state.pa.us. That hostname has no DNS record. We checked on 10 September 2026 and it returns nothing.
This is worth stating plainly because of who it catches. It is not the office cutting corners — it is the office doing exactly what the state told it to do, in writing. A new practice enrolling in Pennsylvania Medicaid follows the official instruction, hits a browser error, and reasonably concludes the system is down rather than that the documentation is stale.
The dpw in the dead address is the giveaway: it names the former Department of Public Welfare, which became the Department of Human Services. The live address carries dhs instead.

Both hostnames were put through a Domain Name System lookup on 10 September 2026. The first resolves; the second returns no address record at all. That lookup is what we verified and the limit of it.
What to do
- Use promise.dhs.pa.gov. If a document you were given says
dpw, it predates the department's renaming. - When enrolling a new Pennsylvania location, expect the official instructions to point at the dead host and go straight to the working one.
- Do not report an outage on the strength of a browser error here — check the hostname first.
- Record the correct address in the practice management system rather than trusting the state's PDF.
