The portal is mmis.nd.gov — but only for traditional North Dakota Medicaid. North Dakota runs two programmes under the Medicaid name, and for a dental office they are not variations on a theme. Traditional ND Medicaid is fee-for-service, verified and billed through the state's own system. Medicaid Expansion runs through Blue Cross Blue Shield of North Dakota, and it excludes routine dental.
The programme decides the benefit, not just the login
In most states, working out which portal to use is an administrative chore: get it wrong and you lose a phone call. In North Dakota getting it wrong changes the answer you give the patient. An Expansion member is covered under a Blue Cross Blue Shield of North Dakota product that does not include routine dental. If the front desk sees "Medicaid" on the paperwork, checks the state system, and quotes the patient as though the fee-for-service benefit applies, the office has quoted coverage the patient does not have — and the patient finds out when the claim comes back.
So the sequence in North Dakota starts one step earlier than usual. Not which portal, but which programme. Traditional Medicaid: state system, fee-for-service, dental benefit administered by the programme itself with no benefit manager sitting in between. Expansion: Blue Cross Blue Shield of North Dakota, and routine dental is out.
There is no dental benefit manager in this state on the traditional side — no DentaQuest, no LIBERTY, no SKYGEN. That part is genuinely simple, and it is why North Dakota offices sometimes over-search: they go looking for the carve-out every other state has, and there is not one to find.

Both hostnames were put through a Domain Name System lookup on 10 September 2026 and both returned addresses. That is the whole of what was verified. Nobody signed in, and no claim is made about whether either site is reachable from any particular office network — several government and payer portals refuse traffic that does not look like an ordinary browser from an ordinary place, so a failure from somewhere else proves nothing about yours.
What to do
- Establish the programme before the portal. Traditional ND Medicaid and Medicaid Expansion are two different answers, and the difference is coverage, not routing.
- For an Expansion member, do not quote routine dental from the state system. Expansion excludes it. Confirm with Blue Cross Blue Shield of North Dakota directly rather than inferring the benefit from a Medicaid identifier.
- Stop looking for the benefit manager on the traditional side. There is not one. Write "fee-for-service, no benefit manager" against North Dakota in the practice management system so the next person does not repeat the search.
- Record the programme, not the state, against the patient. A note filed under "North Dakota Medicaid" loses exactly the distinction that matters here.
